MINUTES, OCONEE COUNTY COUNCIL MEETING

 

                  The Oconee County Council met Tuesday, October 2, 2001 at 7:00 PM in Council Chambers, 415 South Pine Street, Walhalla, SC with all Council Members and the County Attorney present.

 

Press:

 

                  Members of the press notified  (by mail): Keowee Courier, Westminster News, Anderson Independent, WGOG Radio, WPEK Radio & Daily Journal.

 

                  Members of the press present:  Dave Williams – Anderson Independent & Amanda Rylander – Daily Journal.

 

Call to Order:

 

                  The meeting was called to order by Supervisor-Chair Hughes.

 

Invocation:

 

                  Mr. Hamilton gave the invocation.

 

Minutes:

 

                  Mr. Lyles made a motion, seconded by Mr. Ables, approved 4 – 0 that the minutes of the regular meeting held September 18, 2001 and the minutes of the special meeting held September 18, 2001 be adopted as printed.

 

Recognition of Scout:

 

                  Mrs. Hughes recognized Chase Simpson, Boy Scout who earned his communication badge by attending the meeting.

 

ATAX GRANTS:

 

                  Upon request of Mrs. Geri McSwain, Chair, ATAX Committee, Mr. Hamilton made a motion, seconded by Mr. Johns, approved 4 – 0 that the attached ATAX Grant in the amount of $342 to Tokeena Beagle Club be adopted.

 

                  Further, upon request of Mrs. McSwain, Mr. Hamilton made a motion, seconded by Mr. Ables, approved 4 – 0 that the attached ATAX Grant in the amount of $3,709.30 to the Miss Golden Corner Scholarship Pageant be adopted.

Minutes, Oconee County Council Meeting                                 October 2, 2001

 

Coroner (Contingency):

 

                  Upon request of Mr. Karl Addis, Coroner, Mr. Hamilton made a motion, seconded by Mr. Johns, approved 4 – 0 that the attached request of the Coroner for contingency funds in the amount of $500 for travel and $800 for a camera be adopted.

 

Ordinance 2001-12:

 

                  Second Reading of Ordinance 2001-12, “OCONEE COUNTY REDISTRICTING ORDINANCE” was removed from the agenda.

 

Highway Safety Grant:

 

                  Upon recommendation of Mrs. Melissa Brown, Budget/Grants Supervisor, Mr. Johns made a motion, seconded by Mr. Hamilton, approved 4 – 0 that acceptance of the attached Highway Safety Grant in the amount of $227,939 be adopted.

 

Local Law Enforcement Block Grant:

 

                     Also upon recommendation of Mrs. Brown, Mr. Ables made a motion, seconded by Mr. Hamilton, approved 4 – 0 that the acceptance of the attached Local Law Enforcement Block Grant in the amount of $43,146 be adopted.  The local match for this grant was included in the Sheriff’s budget.

 

Ordinance 2001-07:

 

                  Upon recommendation of the Law Enforcement, Safety, Health, Welfare & Services Committee, Council voted unanimously to adopt Ordinance 2001-07, “AN ORDINANCE REORGANIZING THE OCONEE RURAL FIRE COMMISSION AND REPLACING ORDINANCE 80-8” as amended, on third and final reading.

 

Auction Listing:

 

                  Upon request of Ms. Marianne Dillard, Procurement Director, Mr. Ables made a motion, seconded by Mr. Lyles, approved 4 – 0 that the tentative listing of items to be auctioned be adopted.

 

Ordinance 2001-15:

 

                  Mr. Ables made a motion, seconded by Mr. Johns, approved 4 – 0 that Ordinance 2001-16, “OCONEE COUNTY PROCUREMENT ORDINANCE, RESCINDING ORDINANCE 85-2, AS AMENDED BY ORDINANCE 98-7” be adopted on first reading in title only.

 

Minutes, Oconee County Council Meeting                                 October 2, 2001

 

Ordinance 2001-11:

 

                  Upon recommendation of the Personnel & Intergovernmental Committee, Council voted unanimously to adopt Ordinance 2001-11, “AN ORDINANCE TO AMEND ORDINANCE 97-14, OCONEE COUNTY PERSONNEL & PROCEDURES MANUAL” on second reading.

 

Adult Club Ordinance:

 

                  Upon recommendation of the Law Enforcement, Safety, Health, Welfare & Services Committee, Council voted unanimously to refer the attached adult club ordinance to the Planning Commission for a recommendation.

 

Law Enforcement Center:

 

                  Upon recommendation of the Purchasing, Contracting, Real Estate, Building & Grounds Committee, Council voted unanimously to seek Request for Proposals for the development of the property adjacent to the Law Enforcement Center and a committee be formed to finalize this plan for presentation to Council.

 

Ordinance 2001-14:

 

                  Council voted unanimously to adopt Ordinance 2001-14, “AN ORDINANCE AMENDING ORDINANCE 2001-03, OCONEE COUNTY BUDGET ORDINANCE” on second reading.

 

Believe in America Rally:

 

                  Mrs. Hughes expressed her appreciation to Mrs. Bonnie Mahn & Ms. Vickie Satterfield for their work toward making the “I Believe in America Rally” a success and informed Council it would be shown on Northland Cable on October 8th.

 

Public Comment Session:

 

                  Mr. B. J. Littleton addressed Council regarding various actions of Council.

 

Executive Session:

 

                  Mr. Lyles made a motion, seconded by Mr. Ables, approved 4 – 0 that Council go into executive session for the purpose of discussing two legal matters.

                  When open session resumed Mrs. Hughes announced there was no report to be made as a result on the executive session.
