MINUTES, SPECIAL MEETING, OCONEE COUNTY COUNCIL
The Oconee County
Council held a special meeting Friday, December 12, 2003 at 11:30 AM in Council
Chambers, 415 South Pine Street, Walhalla, SC with all Council Members except
Mr. Lyles present. Mr. Norton, County Attorney
was also present.

Called to Order:
Mr. Hamilton, Interim
Supervisor/Chair called the meeting to order.
Invocation:
The invocation was given
by Mr. Rinehart.
SWAG Agreement:
Mr. Norton, County
Attorney, noted some of the highlights of the attached SWAG Intergovernmental
Agreement as follows:
Section 7 (a) of the
Agreement states the intent of the agreement is to facilitate the working
together of the County and Cities for their mutual benefit and progress through
the expansion of sewer systems and water systems.

SWAG Agreement
Continued:
Section 20
(a) states a “Connection Fee” or “Tap Fee” is a fee charged to the user for the
cost of physically connecting to the sewer system which shall be set by the
Oconee County Sewer Commission or the City (depending on the entity that owns
the sewer main to which the connection is being made) based on the actual cost
to the utility for connecting to the sewer system. The City’s Connection Fee or Tap Fee shall be
uniform throughout the City’s sewer system outside of the City’s city limits.
Section 20 (b) states a
“Treatment Impact Fee” is a fee charged for the user’s allocation of treatment
capacity in the treatment plan. This fee
shall be based on a uniform formula throughout the Commission and City
system. This fee shall be set by the
Oconee County Sewer Commission in accordance with Oconee County Ordinance 89-6
which references DHEC contributory guidelines.
This agreement will have
to be approved by DHEC and also the Council Members would like to see the
standards that will be adopted by the municipalities before voting to accept
the agreement.
Truck for Rock Quarry:
Upon recommendation of
Ms. Marianne Dillard, Procurement Director & Mr. Tommy Crumpton, Rock
Quarry Director, Mr. Ables made a motion, seconded by Mr. Rinehart, approved 4
– 0 that the bid for a rock truck for the quarry be awarded to Interstate
Equipment Company who was low bid at $296,715.

Red Cross Request:
Mrs. Phyllis Lombard,
Finance Director, informed Council she had received a request from Red Cross
for $10,000. It was the consensus of
Council that Mr. Norton prepare a contract between Oconee County and Red Cross
for consideration.
Recommendations of the
Personnel & Intergovernmental Committee:
Upon recommendation of
the Personnel & Intergovernmental Committee, Council voted unanimously to
approve the job description and funding in the Amended Budget for a
Construction Projects Engineer and the elimination of a Secretary II position
in the Roads Department with the Secretary III in the Roads Department being
moved to the Council Office changing the pay grade from a 9G to a 9I (an increase
of $1,608) with that person continuing to take work orders for the Road
Department, balancing the books for the Road Department and Public Buildings
and assisting the Council Clerk as necessary.
