MINUTES, SPECIAL MEETING, OCONEE COUNTY COUNCIL

 

                        The Oconee County Council held a special meeting Tuesday, June 22, 2004 at 9:00 AM in Council Chambers, 415 South Pine Street, Walhalla, SC with all Council Members except Mr. Johns present.  Mr. Norton, County Attorney was also present.

 

Press:

 

                        Members of the press notified (by mail): Daily Journal, Keowee Courier, Westminster News, Anderson Independent, Greenville News, WGOG Radio, WYFF TV & WLOS TV.

 

                        Members of the press present: Dick Mangrum – WGOG Radio, Ray Chandler – Daily Journal & Dave Williams – Anderson Independent.

 

Other Organizations Notified:

 

                        Other organizations notified: Oconee County Tax Payers Association & Oconee Democratic Party.

 

Call to Order:

 

                        Chairman Ables called the meeting to order.

 

Pledge of Allegiance:

 

                        Mr. Norton led the Pledge of Allegiance to the US Flag.

 

Water/Sewer Referendum:

 

                        Upon recommendation of Mr. Robert Manka, Committee Chair, Mr. Ables made a motion, seconded by Mr. Moore, approved 4 – 0 that the referendum regarding water and sewer scheduled for August 3, 2004 be rescheduled for a later date.

 

 

 

 

 

 

 

Minutes, Special Meeting, Oconee County Council                        June 22, 2004

 

Town of Salem:

 

                        Mayor Thurman Coward, Town of Salem, addressed Council regarding including $10,000 in the 2004-05 fiscal year budget for infrastructure.  After a brief discussion Council deemed it appropriate that this request be considered during the supplemental appropriation ordinance, but no such changes be made to the budget at this time due to the fact the public hearing has already been held.

 

Ordinance 2004-12:

 

                        Mrs. Lombard, Finance Director, informed Council the proposed 2004-05 budget contains the following:

 

                        $35,403,797                            General Funds

                        $     754,346                            Special Revenue Funds

                        $52,340,364                            Agency Funds

                        $  3,616,618                            Rock Crusher Funds

                        $  4,097,000                            Solid Waste Funds

                       

                        $96,212,925                            TOTAL FUNDS

 

                        This is a reduction of $249,000 from the 2003-04 fiscal year budget.

 

                        Mr. Moore made a motion, seconded by Mr. Rinehart, approved 4 – 0 that Ordinance 2004-12, “THE 2004-05 OCONEE COUNTY BUDGET ORDINANCE” be adopted on third and final reading.

 

Salem Recreation Funds:

 

                        Mr. Moore made a motion, seconded by Mr. Lyles, approved 4 – 0 that $7,450 recreational funds be given to the Town of Salem for replacing of fence surrounding basketball and tennis courts and replacing of tables and benches at picnic shelter.  (See attached request)

 

PARD Grant:

 

                        Upon recommendation of Ms. Vickie Satterfield, Parks Director, Council deemed it appropriate to seek a PARD grant in the amount of $17,000 for an HVAC system for the Westminster recreational building.

Walhalla Recreation Funds:

 

                        Mr. Moore made a motion, seconded by Mr. Rinehart, approved 4 – 0 that $5,000 recreational funds be given to the City of Walhalla contingent upon receiving a listing of the equipment the funds will be used for.

 

USDA Grant:

 

                        Ms. Heather Stephens, USDA, informed Council that their agency had secured $24,000 for the repair of Odell Cain Roadway, a private roadway in Fair Play which serves six residents.  After a brief discussion, Mr. Moore made a motion, seconded by Mr. Ables, approved 4 – 0 that the county sponsor a USDA grant for the repair of Odell Cain Roadway with the understanding that no county funds, no county man hours or county equipment will be used in the repair of this roadway.  The owner of the roadway will furnish field dirt in the amount of approximately $5,680 for the 25% matching portion of the grant.

 

Finance Department (Tax Collector)(Contingency):

 

                        Upon request of Mrs. Lombard, Finance Director, Mr. Moore made a motion, seconded by Mr. Rinehart, approved 4 – 0 that $740 be taken from contingency to repay a citizen whose property was sold in error at auction in 2001.

 

Executive Session:

 

                        Mr. Lyles made a motion, seconded by Mr. Rinehart, approved 4 – 0 that Council go into executive session to discuss personnel and contractual matters.

 

Open Session:

 

Tri County Tec (Contingency):

 

                        When open session resumed, Mr. Ables made a motion, seconded by Mr. Moore, approved 4 – 0 that $10,000 be taken from contingency to complete the funding for Tri County Tec.
