MINUTES, OCONEE COUNTY COUNCIL MEETING

 

                        The Oconee County Council met Tuesday, July 20, 2004 at 3:00 PM in Council Chambers, 415 South Pine Street, Walhalla, SC with all Council Members except Mr. Johns present.  Mr. Norton, County Attorney was also present. 

 

Press:

 

                        Members of the press notified (via mail): Keowee Courier, Westminster News, Daily Journal, Anderson Independent, WGOG Radio, WYFF TV & WLOS TV.

 

                        Members of the press present:  Ray Chandler – Daily Journal, Dave Williams – Anderson Independent, & Dick Mangrum – WGOG Radio.

 

Other Organizations Notified:

 

                        Also notified were the Oconee County Tax Payers Association and the Oconee County Democratic Party.

 

Call to Order:

 

                        Chairman Ables called the meeting to order.

 

Invocation:

 

                        Mr. Rinehart gave the invocation.

 

Pledge of Allegiance:

 

                        Mr. Norton led the pledge of allegiance to the US Flag.

 

Minutes:

 

                                By consensus, Council adopted the minutes of the regular meeting held July 6 2004.

 

 

 

 

 

 

Minutes, Oconee County Council Meeting                                      July 20, 2004

 

Resolution 2004-05:

 

                        Mr. Rinehart made a motion, seconded by Mr. Lyles, approved 4 – 0 that Resolution 2004-05, “A RESOLUTION DECLARING THE WEEK OF AUGUST 8 – 14, 2004 AS OCONEE COUNTY ORDER OF THE PURPLE HEART WEEK” be adopted on first and final reading.

 

Solid Waste Portion of Infrastructure Master Plan:

 

                        Mr. Paul Lewis, Goldie & Associates, presented the attached solid waste portion of the Infrastructure Plan to Council.  Areas in the solid waste that need to be discussed are:

 

(1)               The cost of solid waste disposal

The cost of disposal of solid waste is expected to increase by $100,000 to $200,000 annually.  Also there is a mixed message being given to the public regarding the disposal of solid waste – we are saying please recycle and we are also saying dispose of anything you want at no extra cost

 

(2)               Future disposal plans

Recommendations are: Utilize private landfill; buy land for future landfill; consider working with others to develop new landfill and consideration of self-hauling.  The public also needs to be educated regarding the cost of disposing of solid waste.

 

Airport:

 

                        Upon recommendation of Mr. Harry Hamilton, County Administrator, Mr. Rinehart made a motion, seconded by Mr. Ables, approved 4 – 0 that the county apply for an FAA Grant in the amount of $65,000 with a county matching portion of $3,250 to study alternatives to lengthening the runway.

 

County Audit:

 

                        Upon recommendation of Mr. Hamilton & Mrs. Lombard, Finance Director, Mr. Rinehart made a motion, seconded by Mr. Lyles, approved 4 – 0 that the contract for auditing of county records with Byerley & Payne be extended to include the 2004-05 fiscal year.

 

 

 

 

 

 

Minutes, Oconee County Council Meeting                                      July 20, 2004

 

“Welcome to Oconee County” Signs:

 

                        Ms. Marianne Dillard, Procurement Director, presented the attached design for the “Welcome to Oconee County” signs to Council.  Mr. Moore made a motion, seconded by Mr. Rinehart, approved 4 – 0 this design be adopted, the cost for the signs come from the capital projects funds and the Parks Department take over the maintenance of these signs.

 

Comprehensive Land Use Plan:

 

                        Mr. Tom Hendricks, Planning Director presented the 2004 Comprehensive Land Use Plan to Council.  This plan allows the county to be in compliance with Section 6-29-510 of the SC Code of Laws.

 

                        The plan’s contents are:

                       

(1)               Population

(2)               Natural Resources

(3)               Cultural

(4)               Housing

(5)               Community Facilities

(6)               Economic Development

(7)               Land Use

 

Recreation Complex:

 

                        Mr. Greg Brock, Athletic Director, presented Council with the attached information regarding a recreation center for the county.  Mr. Brock would like for the indoor facility to include the following:

 

                        8-lane lap pool to meet minimum specs for competition

                        40 ft by 40 ft therapy pool

                        walking track

                        4000 sq. ft. exercise room

                        2 basketball courts

                        1 aerobics/dance room

                        6 meeting rooms

                        2 locker rooms/showers

                        kitchen and concession area

Recreation Complex Continued:

 

                        The outdoor facility would include:

 

                        4 softball/baseball fields with common press box and concessions

                        2 soccer/football fields with common press box and concessions

                        walking trail around perimeter

                        4 tennis courts

                        playground

                        picnic shelters

 

Special Council Meeting:

 

                        Council scheduled a special meeting Wednesday, July 28, 2004 at 1:00 PM for the purpose of discussing 911 equipment.

 

August 17, 2004 Council Meeting:

 

                        The regular meeting of the Oconee County Council to be held August 17, 2004 was rescheduled for August 24, 2004 at 3:00 PM.

 

County Sports Program (Contingency):

 

                        Mr. Rinehart made a motion, seconded by Mr. Lyles, approved 4 – 0 that $500 be taken from contingency to pay the way for two members of the Seneca Gliders to fly to Eugene, Oregon for the purpose of representing the County Sports Program.

 

Council Votes:

 

                        Mr. Moore requested that Council delay action on any item presented to Council until the following meeting.

 

Public Comment Session:

 

                        Mr. Jim Rudy expressed appreciation to Council for their interest in the proposed recreation complex.

 

                        Ms. Lisa Bishoff expressed appreciation to Council for their interest in the proposed recreation complex.

 

                        Ms. Margaret Sitterlet expressed appreciation to Council for their interest in the proposed recreation complex.

                        The Oconee County Council held a special meeting Wednesday, July 28, 2004 at 1:00 PM in Council Chambers with all members except Mr. Johns present.

Equipment for 911 Center:

 

                        Ms. Marianne Dillard, Procurement Director & Mr. John Murray, Communications Director recommended that the CAD system be awarded to New World Systems at a cost of $410,785 and the radio and 911 Telephony systems be awarded to Positron Public Safety Systems at a cost of $532,696 with a contingency of $75,478.

 

 

 

Minutes, Special Meeting, Oconee County Council                        July 28, 2004

 

Equipment for 911 Center Continued:

 

                        After considerable discussion in which Ms. Dillard & Mr. Murray informed Council there is presently approximately $1,200,000 of the funds available of the $1,635,959 cost of the project.

 

                        Mr. Moore made a motion that the motion of July 6, 2004 to adopt the change order to Synergem in the amount of $617,000 be rescinded and no action be taken regarding this matter until the new administrator is hired.  This motion died for lack of a second.

 

                        Mr. Lyles made a motion, seconded by Mr. Rinehart, approved 3 – 1 (Mr. Moore voting against) that the above recommendation to award the CAD System to New World Systems and the radio and 911 Telephony systems to Positron Public Safety Systems be adopted.

 

Ordinance 2004-17:

 

                        Mr. Lyles made a motion, seconded by Mr. Rinehart, approved 3 – 1 (Mr. Moore voting against) that Ordinance 2004-17, “AN ORDINANCE OF THE COUNTY COUNCIL OF OCONEE COUNTY, SOUTH CAROLINA, AUTHORIZING A LEASE/PURCHASE AGREEMENT, SERIES 2004 RELATING TO THE FINANCING OF VARIOUS 911 EMERGENCY EQUIPMENT FOR MUNICIPAL PURPOSES AUTHORIZING THE EXECUTION AND DELIVERY OF VARIOUS DOCUMENTS INCLUDING THE LEASE AGREEMENT; AND OTHER MATTERS RELATING THERETO” be adopted on first reading in title only.

 

Ordinance 2004-16:

 

                        Mr. Rinehart made a motion, seconded by Mr. Lyles, approved 4 – 0 that Ordinance 2004-16, “OCONEE COUNTY PERSONNEL POLICIES PROCEDURES MANUAL, RESCINDING ORDINANCE 97-14” be adopted on first reading in title only.

 

Public Comment Session:

 

                        Ms. Susie Cornelius addressed Council regarding the technology purchase for the 911 center.

 

Executive Session:

 

                        Mr. Moore made a motion, seconded by Mr. Lyles, approved 4 – 0 that Council go into executive session for the purpose of discussing a legal and personnel matter.
