The Oconee County Council held a special meeting Monday, August 30, 2004 at 9:00 AM in Council Chambers with Mr. Rinehart, Mr. Ables & Mr. Lyles present. Mr. Norton, County Attorney was also present.

Call to Order:
Chairman Ables called the meeting to order.
Invocation:
Rev. Rinehart gave the invocation.
Pledge of Allegiance:
Mr. Lyles led the Pledge of Allegiance to the US Flag.
Executive Session:
Mr. Rinehart made a motion, seconded by Mr. Lyles, approved 3 – 0 that Council go into executive session for the purpose of discussing a personnel matter.
Open Session:
When open session resumed, Mr. Ables made a motion, seconded by Mr. Rinehart, approved 3 – 0 that Mr. Johns be appointed Chair of the Budget & Finance Committee with Mr. Rinehart serving as Vice Chair and Mr. Moore be appointed Chair of the Roads & Transportation Committee with Mr. Ables serving as Vice Chair.

Mr. Norton, County Attorney, led the Pledge of Allegiance to the US Flag.
County Administrator:
Upon recommendation of the Personnel & Intergovernmental Committee, Mr. Rinehart made a motion, seconded by Mr. Moore, approved 4 – 0 that Mr. Ron Rabun be appointed County Administrator and the contract between Oconee County and Mr. Rabun be adopted.
Direct Aid Funds:
Mr. Moore made a motion, seconded by Mr. Rinehart, approved 4 – 0 that $10,000 be transferred from the professional line item into the direct aid funds for the Foothills Rape Crisis Center and $35,000 of the funding appropriated for Rosa Clark Clinic be released with the Rosa Clark Board reporting to Council before the supplemental ordinance is adopted on third and final reading.

Mr. Rinehart made a motion, seconded by Mr. Ables, approved 4 – 0 to go into executive session for the purpose of discussing a personnel matter.
Open Session:
There was no action taken when open session resumed.
Special Council Meeting:
Council scheduled a special meeting Monday, August 30, 2004 for the purpose of discussing employee complaints.
